Jim Foster

For over 35 years, Jim Foster has built an impressive track record of creative work on behalf of Republican candidates ranging from local county judges to the President of the United States.

2016: Since 1994, Foster & Associates has been Jeb Bush’s direct mail firm of choice, managing his direct mail fundraising and voter contact programs.

2012 & 2014: Foster & Associates helped carry Arizona Republicans to victory – from Jeff Flake in the U.S. Senate to Governor Doug Ducey and majorities in the State House and Senate.

2010: The firm created direct mail for over 50 candidates for Congress, including upset winners Kristi Noem (SD-AL) and Ben Quayle (AZ-03).

2000 & 2004: Foster & Associates was one of four firms in the nation selected to form the creative direct mail team for the Bush-Cheney campaign, handling the key battleground state of Florida in both campaigns.

Foster & Associates’ campaign credits also include historic U.S. Senate victories for John Thune defeating Democrat Minority Leader Tom Daschle, and for Mel Martinez, the first Cuban-American ever elected to the United States Senate.

Over the years, Jim Foster has worked for dozens of Republican members of the U.S. Senate including 1996 upset winner Chuck Hagel of Nebraska, Jon Kyl of Arizona, and Conrad Burns of Montana and an impressive array of Republican members of Congress which includes former House Majority Leader Dick Armey, John Culberson, and Sam Johnson of Texas, Jeff Flake and John Shadegg of Arizona as well as Tom Feeney, Katherine Harris, and Clay Shaw of Florida.

Jim Foster has been the direct mail consultant to Governor Jeb Bush of Florida for the past 21 years. Since the 1980s, Foster & Associates has worked closely with all of the Republican Party organizations on both direct mail fundraising and voter contact mail.

Jim Foster’s expertise in direct-response marketing was recognized when he received the Direct Marketing Association’s International ECHO Award. Samples of his work have been featured in Campaigns & Elections, Campaign Magazine, Direct Marketing News, as well as ABC News.

Beginning his career in politics in the 1976 Reagan for President campaign, Jim Foster gained his early political experience in stints with the Republican Party of Texas, and as Chief of Staff for Representative Tom Delay.

After rising to the position of Vice-President and head of the Political Division for a Washington-based direct marketing agency at the age of twenty-six, Foster left Washington in mid-1983 to open his own agency in his hometown of Dallas, Texas.

Today, after 30 years of designing successful campaigns, GOP consultants consider James R. Foster and Associates among the top political direct mail firms in the nation.

Jim and Charlotte Foster have been married for 36 years, and have two sons.

Sarah Cunningham

Sarah Cunningham is a partner with James R. Foster & Associates. She has over 15 years of political and government policy experience – working with governors in Texas and Florida, and consulting on campaigns across the country.

Sarah first joined Foster & Associates in 1998. From designing mail plans to copywriting and through every step of the production process, she works closely with clients to make sure their mail is exceptional, on message – and out on time.

After helping manage Governor Jeb Bush’s 1998 direct mail production, Sarah joined the Governor’s Office of Policy and Budget where she gained invaluable research and writing experience on a wide range of issues including: education, health care, government efficiency, public safety, growth management, finance, and the environment.

In 2002, Sarah served as Research and Policy Coordinator for Governor Jeb Bush’s successful re-election campaign. She assisted with debate preparation and rapid response, opposition and policy research, questionnaire responses, opinion editorials, and talking points.

Following the win, Sarah then served as Policy Director for Governor Bush’s 2002 Transition Team, soliciting policy ideas from stakeholders across the state.

Sarah also worked as a Creative Director for Olsen & Shuvalov, another nationally renowned political direct mail firm. In this capacity, she wrote financially successful fundraising appeals, voter contact mail and website copy for Republican candidates across the nation.

Sarah received a B.A. in Government from the University of Texas at Austin. She resides in Austin, TX.
